Columbia University President Lee C. Bollinger visited New Delhi for a series of events, including a discussion with Arvind Panagariya, above left, who has been honored with his appointment as the vice chair of the National Institution for Transforming India Aayog. Panagariya shared the vision for this new economic policy committee, which replaces the 65-year-old Planning Commission. He stressed that the new committee would take on a model of competitive federalism and make space for fiscal implementation by the states rather than just the Center. President Bollinger also engaged Panagariya on whether the new Indian system would welcome openness to dissent and freedom of expression as drivers of democracy.
