December Updates and Research Administration Process Improvements

We wanted to let you know of a few improved business processes and key updates coming to eResearch on December 22, 2014! These include updates regarding export controls, an email notification for Request ORSP Action activity, and a new activity called Project Team Request RPPR Review

 

Export Controls will be considered on the PAF

As a premier university research community we take export controls seriously; the penalties for violating export control laws can be severe, for both the offending party and the university. It is imperative that U-M be in full compliance.

So, what are export controls? Export controls are regulations placed to protect national security, prevent terrorism, prevent the proliferation of weapons of mass destruction, and preserve U.S. economic competitiveness. They govern how technology, data, and materials may be physically exported from the U.S. or shared with foreign persons within the U.S.

As a result of this compliance need, question 5.9 on the Proposal Approval Form (PAF) regarding classified research will be expanded to also ask about export controls. Those completing the PAF can answer, Yes, No, or Unsure. If you answer Yes or Unsure, you will be prompted to provide detail on your project so that the proposed research can be evaluated by U-Ms export control officer. In addition, question 5.9 on the PAF will provide help text on export controls and a link to definition of export controls.


The Request ORSP Action activity will have an email notification 

You spoke, and we heard! In response to a question posed at the September Research Administrators' Network Meeting (RAN), you will now have the option to send an email notification when you run the Request ORSP Action activity in eResearch. We hope this reduces effort and streamlines work for you.
 


New Business Process for Project Teams: Project Team Request RPPR Review

When you are working on an NIH project (or certain Public Health Service (PHS) projects), sponsor requirements may create the need to submit a Research Performance Progress Report (RPPR). When this happens, you need to do two things:

  1. Go to NIH's eRA Commons website, complete your RPPR, run a Check for Errors, and Route the RPPR to the designated ORSP contact (see more detailed instructions);
  2. Then, login to the eResearch Proposal Management system to let ORSP know that you have routed your RPPR in the Commons and to send ORSP a completed Key Personnel Financial Conflict of Interest (FCOI) form. For this step, we now have an improved process, coming on 12/22 to eResearch, and described below.

In the past, the research administrator and project team had to look up an ORSP contact to determine who to notify, and then Post-a-Comment on the PAF to inform ORSP that their work and completed key personnel form was ready for review. Now, the project team will simply run a new Project Team Request RPPR Review. They won't have to look up who to contact in ORSP. The eResearch team will release this update on December 22, 2014, and job aids (under What's New) will be available.
