New Federal Research Terms and Conditions (RTCs)


As you may be aware, the revised Research Terms and Conditions (RTCs) were announced in the March 14, 2017, Federal Register

RTCs Implement the Uniform Guidance

For the agencies that have adopted them, RTCs provide a common set of rules for implementing the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (2 CFR 200) issued by the U.S. Office of Management and Budget (OMB). 
 

NSF Will Serve as Sponsor of the RTCs

In addition to the Federal Register notice, the following documents are now posted on the National Science Foundation (NSF) website, as NSF will continue to serve as the sponsor of the updated version of these RTCs.

Agency Implementation and Application

The RTCs will apply to an award when they are included as part of that award, or when incorporated into that award by reference. 

A current summary of dates and brief details about when the participating agencies will implement the RTCs are contained in the Agency Implementation Statements document and in the Agency Specific Requirements (ASRs) that may supplement the RTCs and are listed individually on the RTC website. We have prepared an at-a-glance snapshot below.

Since there will be multiple agency implementation dates, please consult the RTC website (https://www.nsf.gov/awards/managing/rtc.jsp) frequently as the above URLs may change, and the ASRs and Appendices A-C will be updated as other agencies implement the RTCs.
