Federal Paid Leave for COVID-19 Expiring
Federal requirements for Paid Leave due to COIVD-19 will expire on December 31, 2020. The stimulus package passed by Congress and signed into law by President Trump earlier this week did not include an extension of the requirements for paid leave. An employer may voluntarily provide the paid leave for reasons provided under the Families First Coronavirus Response Act through March 31, 2020 and can claim a payroll tax credit for providing the leave. If an employee has already taken their maximum allowed aggregate leave prior to December 31, 2020 there is no additional leave and tax credit available for that employee. Additional items in the stimulus package:

Extended Unemployment Insurance Increase - The Federal Pandemic Unemployment Assistance was extended for an additional $300 a week in federal unemployment benefits through March 14, 2021. 

Payroll Protection Program Updates - additional funds were allotted for PPP loans with provisions to who is entitled for a second round of loans and additional eligible expenses payable with PPP loans. 

Commercial Building Energy Efficiency Tax Credits Made Permanent - The $1.80 per square foot tax credit for commercial building energy efficiency retrofits to the building envelope, lighting, heating, cooling, ventilation, and hot water systems are made permanent. The provision updates the ASHRAE Reference Standard 90.1 from the 2007 edition of the ASHRAE standard in effect two years before project inception. The provision also indexes the $1.80 per square foot tax credit to inflation.
