Council Action

A. Consideration of approval of (second reading) of an ordinance requiring financial disclosure statement.
  • This ordinance would require any one seeking elected office in city elections to file a financial disclosure statement with the West Virginia Ethics Commission. These statements would be filed with the state and the city clerk's office. (Passed 7-0)
B. Consideration of approval of (second reading) of an ordinance to approve current replacement pages to the City Code. 
  • This ordinance would allow the city to make changes to the City Code book to arrange the pages in a logical, sequential order. (Passed 7-0)
C. Boards and Commissions
  • Human Rights Commission
    • Jenna Martin was nominated. (Approved)
    • Jacob Powers was nominated. (Approved)
    • Marlene Robinson was nominated. (Approved)

Public Portion
  • Danielle Trumble spoke in favor of the resolution requesting a grant for the Woodburn School. 

Special Committee Reports
  • Councilor Selin reported that the MMMPO, West Virginia Division of Highways, Monongalia County Commission, West Virginia University and the City of Morgantown are discussing the possibility of paving on WV-705 this season and funding for improvements to specific intersections across the city to improve pedestrian and bicycle safety.
New Business
  • Consideration of approval of a resolution authorizing an agreement with the Monongalia County Board of Education to fund a project at Mountaineer Middle School.
    • The Board of Education has requested the allocation of funds to Mountaineer Middle School to make improvements to a wall that is collapsing. This resolution would authorize these funds to be used on improvements. (Passed 7-0)
  • Consideration of approval of a resolution requesting grant funding from the Monongalia County Commission in the amount of $25,000 to be used for repointing of bricks on the north side of the main building, Woodburn School. 
    • This resolution would allow for an application to be submitted to the Monongalia County Commission for the 2019-2020 County grant funding for the repointing of bricks, more specifically the replacement of the outside of mortar joints on the north side the Woodburn School. The school has experienced problems with moisture penetration and this would address that issue. (Passed 7-0)
City Manager's Report

New Business
  • Award Bid Call 2019-06 - Sunnyside Up TIF Phase 3A - Beverly Avenue area improvements.
    • Assistant City Manager Emily Muzzarelli presented Green River Group's bid of $2,889,382.98 for approval. (Passed 7-0)
  •  Authorize the City Manager to execute a contract for professional architectural services at the former Woodburn School. 
    • City Manager Paul Brake presented an agreement with the Mill's Group for approval. (Passed 7-0)

City Clerk's Report 
  • City Clerk Christine Wade spoke about the upcoming city election on April 30. For more information visit the city website. 
  • The Police Department is still accepting applications for Police Officers. The deadline to apply is March 15. Applications can be found on the Police Department webpage.
Executive Session
  • Discussion of acquisition or development of real estate in downtown Morgantown.
  • Discussion of Giuliani et al. v The City of Morgantown and the Morgantown Utility Board, Monongalia County Civil Action Case No. 17-C-460.
  • Council reconvened and voted on the following;
    • A settlement agreement and release involving plantiff James Guiliani v. City of Morgantown and Morgantown Utility Board. (Passed 7-0)
    • A memorandum of understanding between the City of Morgantown and the Morgantown Utility Board. (Passed 7-0)
