  • Hayden Moran of the WVU Student Government Association expressed his excitement for working with Council members in the future on various projects. 
  • Elizabeth Sneethen spoke in opposition of the Morgantown Utility Board's selected water route of the raw water line through White Park. 
  • James Giuliani expressed his concerns of the city and the Morgantown Utility Board's handling of his properties on Richwood Avenue. 
  • JoNell Strough spoke in opposition of the Morgantown Utility Board's selected water route of the raw water line through White Park. 
  • Jim Kotcon spoke in favor of the designation of September 20-27 as West Virginia Climate Action Week, and about a new climate action initiative that is being taken up by the Sierra Club. 
  • Rick Landenberger expressed his concerns for the Morgantown Utility Board's selected water route of the raw water line through White Park.
  • Judy Semler spoke in opposition of the Morgantown Utility Board's selected water route of the raw water line through White Park.

New Business
  • Consideration of approval of a Resolution of the city of Morgantown proclaiming September 20-27, 2019, as the week of West Virginia Climate Action. 
    • Resolution seeks to raise greater awareness of environmental concerns facing West Virginia and the city of Morgantown. (Passed 7-0). 
  • Consideration of approval of the city of Morgantown's Gifts and Memorials Policy. 
    • Proposes an amendment of the policy to further detail process of maintenance and allocation of funding of donations made to the city of Morgantown. (Passed 7-0). 
  • Consideration of approval of support for Morgantown Utility Board's water line route.
    • Determination of location of 30 inch raw water line that is being constructed from the Dam and Reservoir to the Morgantown Water Treatment Plant. Specifically, Route 3/Route 3-8 with modifications proposed by the Greenspace Coalition.Tim Ball, the General Manager of MUB, and Doug Smith the Assistant Manager, of MUB, spoke on this issue and answered questions from Council. (Passed 7-0). 
  • Consideration of approval of (first reading) a proposed amendment to the city of Morgantown Home Rule Plan authorizing an alternate audit reporting date for the Land Reuse Agency. 
    • Amendment will change the date that an audit is required from 120 days to 9 months after the end of the fiscal year in order to avoid allocating funds for two separate auditors unnecessarily. (Passed 7-0). 
City Manager's Report
Information 
  • Recommending Trick or Treat hours be set on Halloween (October 31st, 2019) from 6 p.m. to 8 p.m.
    • This change will allow younger children the ability to be out while there is still some daylight, and extending the hours until 8 p.m. allows older children time to be out after dark, and gives added flexibility to parents who may work later in the evening. (Passed 7-0).
