Public Meetings
NOTE: Committee of the Whole Meetings are intended to provide an opportunity for the Morgantown City Council to receive information, ask questions and identify policy options in an informal setting. No official action is taken at these meetings.

  • Voluntary Annexation Request – Eddie R. Campbell, Jr. Ed.D, Superintendent, Monongalia County Board of Education. Ella Belling, Executive Director, Mon River Trails Conservancy.
    • Eddie Campbell requested the annexation of Suncrest Elementary School on behalf of the Monongalia County Board of Education. 
    • Ella Belling spoke about the inclusion of Collins Ferry Road and the Collins Ferry Connection Trail in the annexation. Belling discussed the importance of a connector in this area for students and employees to commute to school/work. 
  • Morgantown Municipal Airport – T Hangar Construction Update R. Brad Homan, Associate Vice-President, Michael Baker International 
    • Brad Homan spoke about the background of the T Hangar project and provided updates on the progress that has been made in construction. Homan also spoke about future plans for the T Hangar project.

Public Portion
  • Mike Meszaros spoke about the Morgantown History Museum and the Morgantown Memories Documentary. Mark passed out DVD's of  the documentary to council members. 
  • Matthew Cross spoke about his support of the annexation of Suncrest Elementary School. 
  • Kim Kelly expressed her concerns regarding West Virginia House Bill 2519, also known as the Campus Carry Bill.
Items for Discussion
  • Minor Boundary Adjustment Petition.
    • Council further discussed the details of the potential annexation of Suncrest Elementary. City Manager Paul Brake will provide an update on the Minor Boundary Adjustment Petition at a later date.
  • Airport Hangar Project and Airport Improvement Program – Capital Escrow Budget Amendments.
    • City Manager Paul Brake spoke about amendments to the Capitol Escrow Budget. The city has received a grant that will reimburse the city for incurred cost in the preparation of the Environmental Assessment for the runway extension at the Morgantown Municipal Airport. 
  • Ordinance amending the FY 2018-2019 Annual Budget of the City of Morgantown as shown in the Revised Budget.
    • City Manager Paul Brake presented council with a budget report which detailed adjustments to the city budget. City Council will move this to the next City Council Meeting agenda. 
  • January 2019 Monthly General Fund Finance Report and Detailed Budget Report.
    • City Manager Paul Brake spoke about the General Fund Finance Report and Detailed Budget Report. He indicated that revenues were up and expenditures were down. City Council will go into more detail about this at the next City Council meeting. 
  • Ordinance for a Zoning Map Amendment to reclassify parcels 29, 29.1, 29.2, 41.1, 42 and 43, of Tax Map 39 and parcels 1, 19, 19.1 25, 25.1 and 25.2 and part of parcel 134 of Tax Map, from I-1, Industrial District to B-2, Service Business District
    • Development Services Director Chris Fletcher gave a presentation regarding amendments to the zoning map. This ordinance will change the current industrial district within these parcels to a service business district. This will be moved to the March 5 City Council agenda. 
  • Ordinance approving Beverly Alleyway annulment – Campus Neighborhoods Revitalization Corporation.
    • City Manager Paul Brake gave an update on the Beverly Avenue construction project. The city is currently working with the property owners to move forward with the project. This will be moved to a future City Council agenda. 
  • Home Rule Legislation Update.
    • City Council spoke about the West Virginia House Bill 2519, also known as the Campus Carry Bill. A letter to the State Legislature has been prepared. The letter will be revised to include additional concerns, signed by the Mayor and mailed to the legislature. City Attorney Ryan Simonton provided an update on the Home Rule Legislation.
