NOTE: Committee of the Whole Meetings are intended to provide an opportunity for the Morgantown City Council to receive information, ask questions and identify policy options in an informal setting. No official action is taken at these meetings.

  • Audit Presentation - Tetrick and Bartlett
    • This audit was postponed and will be brought to the committee at a later meeting. 
  • Morgantown Municipal Green Team - Annual Report 2018 - Jim Kotcon, Energy Team, Municipal Green Team
    • Jim Kotcon gave a brief update on the Green Team Annual Report for 2018. Kotcon highlighted several projects and public events that the Green Team was involved with in 2018. Kotcon also spoke about future projects that the city can partake in to meet new green initiatives.

  • Guy Panrell spoke about his concerns with the committee's ability to make decisions based on the best interest of the city.  He also spoke about his concerns with council members working on other committees/commissions.

  • Morgantown Municipal Green Team - Annual Report 2018 - Jim Kotcon, Energy Team, Municipal Green Team
    • Discussion of new agreements and initiatives will be moved to a future agenda. 
  • Home Rule Plan Amendment 
    • Use of Board of Zoning Appeals with respect to the Subdivision and Land Development Ordinance
      • This amendment is presented as a request to use the Board of Zoning Appeals to administer a future subdivision and land development ordinance. This will be prepared for adoption next month and will be presented at the Home Rule Board's April meeting. 
    • Campaign finance reporting
      • This amendment is presented as a request to require campaign finance reporting. This is designed to create more transparency in city elections. This will be prepared for adoption next month and will be presented at the Home Rule Board's April meeting. 
  • Ordinance approving Beverly alleyway annulment - Campus Neighborhood Revitalization Corp. 
    • City administration is awaiting more detail before presenting this ordinance. This ordinance will be presented at a later meeting. 
  • Ordinance approving right-of-way and easement agreement for airport property
    • City administration is awaiting more detail before presenting this ordinance. This ordinance will be presented at a later meeting. 
  • Ordinance requiring financial disclosure statement 
    • This ordinance would require city council members and candidates to make an annual statement  disclosing  financial obligations and affiliations of that person. The disclosure statement is currently required under the Ethics Act for all state officials and authorizes cities to require it of their council members and candidates. This will add a section to the City Code requiring this disclosure. This will be moved to the City Council Regular Meeting Agenda for Feb. 5.
  • Ordinance to approve current replacement pages to the City Code.
    • This ordinance will allow for the adoption of recently passed ordinances into the published version of the City Code. This will be moved to the City Council Regular Meeting Agenda for Feb. 5.
