Event note: Coordination in the Search of Disappeared Persons

On 27 and 28 February 2020, leading international experts will meet at the Villa Merian in Basel, to discuss the search of disappeared persons.

The goal of this meeting is to convene a representative group of practitioners and experts on the subject matter from around the world to jointly discuss the needs, challenges, good practice and the way forward in coordinating the search and criminal investigations concerning disappeared persons. The meeting will focus on three objectives:
  1.  Analyse where tensions between the search and criminal investigations on enforced disappearance lie in practice.
  2. Determine how the coordination between the two can be enhanced in practice.
  3. Reflect on possibilities to establish a process to jointly develop further guidance on the subject.
Besides local practitioners from Colombia, Lebanon, El Salvador, Sri Lanka, Syria, the Gambia and Mexico, the following international experts will be in Basel and available for interviews upon request:
  • Gabriella Citroni, Professor at the University of Milano-Bicocca / Senior Legal Advisor at TRIAL International
  • Caroline Douilliez, Head of the Missing Persons Project at the International Committee of the Red Cross
  • Bernard Duhaime, Chair-Rapporteur at the UN Working Group on Enforced or Involuntary Disappearances
  • Rainer Huhle, Board Member of the Nuremberg Human Rights Centre
  • Alejandro Jimenez Ospina, Litigation Coordinator at the Centro de Estudios de Derecho, Justicia y Sociedad (Dejusticia), Colombia
  • Andreas Kleiser, Director for Policy and Cooperation at the International Commission on Missing Persons
  • Geoffrey Knupfer, Lead Forensic Scientist and Investigator at the Independent Commission for the Location of Victims' Remains, Ireland
  • Albane Prophette-Pallasco, Secretary UN Committee on Enforced Disappearances at the UN Office of the High Commissioner for Human Rights
  • Serge Rumin, Deputy Head, Task Force Dealing with the Past and Prevention of Atrocities at the Swiss Federal Department of Foreign Affairs
  • Carmen Rosa Villa Quintana, Member of the UN Committee on Enforced Disappearance
