LAQ Newsletter


The lotteries market in Australia is dominated by Tatts Group. Tatts operate in all Australian States and Territories with the exception of Western Australia. This dominance by Tatts means they are able to drive economies of scale by combining operations across a range of areas including computer systems, marketing, call centres, finance etc. However as the legislation under which lotteries operate is State based this means there are important difference from jurisdiction to jurisdiction. In Queensland lotteries are governed by the Lotteries Act 1997 and supporting regulations. So while similarities exist between States there are also some significant differences.

In Queensland we have the “Small Business” definition contained in Section 79 of the Act that prohibits a lottery agreement being granted to an operator with more than 50 full time (or part time equivalent) employees. Both the current coalition government and opposition labor party have supported this “Small Business” legislation over many years. With the move by Tatts to retail lotto via Coles Xpress stores in Victoria, LAQ has written to the Queensland Attorney General and Queensland Treasurer to seek a meeting and re confirmation of their support for the status quo to prevail. LAQ is aware from recent surveying of agents that the prospect of proliferation of outlets such as via Coles Xpress is a major concern of agents.
 
LAQ also strongly supports the current Golden Casket policy that requires any retailer who is approved to sell lotto to undertake a Retail Image shopfit. In this way irrespective of whether the host business is a newsagent, giftshop, food store etc it is a level playing field. We feel it would be most inequitable for any retail distribution channel to be permitted to sell lotto with a much cheaper or scaled down retail image when other retailers are required to adopt a comprehensive RI.

Another aspect controlled by the State Government is the term of the lottery licence. In Queensland Tatts has a licence to sell lottery products until 2072 and an exclusive licence until 2016. We will keep agents updated on developments with the State Government.

TAB MACHINES


The question was raised with Golden Casket about the capability of TAB machines to dispense lotto tickets. Antony Moore from Tatts advised that while the machines may look the same the capabilities are completely different with TAB machines having no ability to dispense lotto.

MANAGEMENTS CHANGES TATTS


Bill Thorburn the long serving CEO at Golden Casket and more recently the chief operations officer lotteries at Tatts Group is standing down from that position and taking up a new role looking at opportunities outside Australia. LAQ wish Bill all the best in his new role and congratulate Sue van der Merwe on her promotion to the position of Tatts Lotteries Chief Operating Officer. Sue is well known to agents with over 20 years experience in lotteries. We look forward to a continued strong working relationship with Sue. Sue formally takes up the new position on 18 July.

RPL


In a positive move Tatts has introduced a test for experienced agents who re-enter the industry after a short time away and others who are buying or relocating to a new outlet. Up until recently those people were required to attend the two week Radar course and spend one week with an experienced operator. Under a new Recognition of Prior Learning (RPL) test Tatts will be able to assess an owner or staff member’s knowledge of the Tatts equipment, procedures and operating system. There is no cost associated with undertaking the RPL assessment. This means experienced agents and staff will avoid unnecessary costs and training. 

EFT DEFAULTS


Tatts is reviewing arrangements for agents who default on the weekly EFT sweep. In Queensland the average number of defaults is approx. 15 each month. Tatts is looking at introducing two sweeps per week for agents who default twice in a twelve month period. The policy is not as yet finalised and we are discussing arrangements to ensure they are fair for operator and agents. We have asked that agents who meet commitments for say twelve months be reinstated to a weekly sweep.

SATURDAY PRICE INCREASE


The Saturday lotto game price increase of 5c applies from 19 July 2014. With the flat rate commission structure agents will automatically receive 9.3% commission on the new higher price.
