The President, Directors and Secretary of Lottery Agents Queensland wish members and their families, sponsors and all those in the industry a safe and peacefull Christmas and a more prosperous 2015 after what has been a challenging 2014 for many agents.



As part of a review of weekly sweep default arrangements by Golden Casket they have advised it is intended that two sweeps (Tuesday and Thursday) each week be introduced. These arrangements will apply in 2015 for new agencies and for existing agents when their current 5 year agreement is renewed. For agents on “life of business” agreements they will remain on a single weekly sweep.

LAQ has raised its opposition to the move, as two sweeps each week is a major change to the existing commercial conditions for agents. Golden Casket maintains that the move to two sweeps is to mitigate their losses from defaulting agents. LAQ is concerned that Golden Casket is making such a significant change to the commercial arrangements and penalising all agents (except life of business agents) for the errors of a few. LAQ strongly believes all existing agents should remain on a single weekly sweep as this has been part of the overall commercial arrangements between the G.C and agents. With financial pressures on agents already high this burden will place added strain on the viability of agencies.

Rather than reducing agent defaults LAQ believes the impact on agents’ cash flows with two sweeps each week will lead to a higher level of defaults. We believe what started as a review of default arrangements has gone too far and the impact on agents will be severe. The sweep date was recently moved forward to Tuesday, this combined with the new penalties for defaulting agents are sufficient measures and we maintain a second weekly sweep is unjustified.

We have noted that the new default arrangements are also being introduced in Victoria and NSW. The move to two sweeps each week has been identified by NANA the Newsagents Association of NSW as a major concern for agents and will threaten the financial viability of agents.

LAQ will continue to oppose the move to two sweeps a week and will advise agents further on the matter.


The new Set For Life game is still awaiting regulatory approval in Victoria. The recent State election and change in government has slowed the approval process and it is hoped that the new game will be launched in the first quarter of 2015. There is also a second new game for Queensland in the pipeline for 2015.


As many agents are moving to the new Retail Image it is pleasing that changes in design and materials has resulted in significant cost savings. Tom Brown from Thomas Brown Shopfitters said that the changes introduced by Golden Casket to the RI have reduced costs associated with the red wall and bulkhead. He said the saving have been mainly in materials used and to a lesser extent labour costs.


In Victoria the trial with Coles Express selling lotto had been extended. Originally a decision on the trial had been expected before the end of 2014. The possibility of Coles and or Woolworths selling lottery products has become a significant news story in NSW where the 5 year moratorium that covered, amongst other things, no change to the distribution network concludes at the end of March 2015. NANA is seeking an extension of the moratorium and has expressed agents’ concerns at the devastating impact to agents of any move to sell lottery products by the two major retailers.

In August 2014 LAQ representatives held a meeting with the Attorney General Jarrod Bleijie and his senior advisers and were assured that the Government supports the continuation of the current “small business” definition in the Lotteries Act. This clause prevents any business with more than 50 full time staff (or part time equivalent) from operating a lottery outlet in Queensland.

LAQ has received similar support in the past from the Queensland Labor Government and will be seeking confirmation of their position ahead of the Queensland State election.


As widely reported Intralot who are licenced to sell instants in Victoria have terminated those arrangements with effect from early 2015. Tatts has been appointed to take over the sale of instants in Victoria. LAQ has always maintained that is inefficient and in no ones best interest to split the lotto and instants licence between two operators.
