More information on the CT Expansion

After yesterday's newsletter, some have asked for more information on the Connecticut Expansion pipeline project and it's relation to Northeast Energy Direct. It's a series of extra pipeline "loops" planned to be added to existing pipelines in NY, and southern MA. It's a few steps ahead of the rest of the Northeast Expanion in progress and TGP is trying to skip crucial environmental reviews to go straight through to filing with FERC.

TGP has filed with FERC for expedited review of the Connecticut Expansion

FERC published on August 14, 2014 the formal Notice of Application, Docket No. CP14-529-000, and people have until September 4, 2014 to comment on the application.

Anyone may comment during this process, but in order to preserve your legal right to challenge a FERC ruling or appeal, you must file a motion to intervene in a timely manner.

Navigating the FERC website, commenting, and filing to be an intervenor:

Our main demand: Their environmental information is in no way complete and they need to file a full EIS. Mention that during Mass state level review, they tried to skip parts of the process and the Secretray of EEA said to file a full Environmental Impact Report which they have as yet have failed to do.

File requests asking FERC to deny expedited review based on insufficient environmental information (MA Secretary required more information in the MEPA Certificate), lack of data showing need (MA is currently starting a study to determine need having decided that the industry led study was flawed). Could also suggest that this is segmentation of the larger Northeast Expansion and we need to understand the cumulative impacts of the greater expansion.

Scott would like to gather about 4 or 5 more individuals to run stories on. The 5-minute video, "A Man and His Land" was the first of this endeavor, speaking with Jonathan Mark.
