Launch of the ACCES Initiative for an Active Citizen's Involvement in the Migration Discussions

Deeply concerned by the lack of a common European approach to the current migration crisis in Europe and by the use of security arguments to threaten the Union’s founding principles and freedom of movement, the partners of the U-Impact project launched on 21 September the ACCES initiatiave - Access Citizens for Common European Solutions

This initiative aims at getting citizens from the EU, the candidate countries and the European Neighborhood actively involved in the current discussions and decisions taken to address this crisis, in line with the consultation obligation enshrined in article 11 of the Treaty of the European Union.

A letter signed by all the partner organisations and endorsed by other civil society representatives from across Europe calling for an active engagement of EU institutions with civil society on these matters has been sent to the MEPs in the relevant Committees and to the rapporteurs who are working on a report on the situation in the Mediterranean and the need for a holistic approach to migration. Additionally, it has been addressed to the relevant EU decision-makers in the European Commission, the European Economic and Social Committee, the Committee of the Regions and the European External Action Service.

AFCO Committee Approves its Common Position on the ECI Revision

Last week, the Constitutional Affairs Committee (AFCO) of the European Parliament approved a final report on the European Citizen’s Initiative (ECI). The draft report was presented in April 2015 and on the 28th of September the compromise amendments were voted upon.

The compromise amendments proposed by the AFCO Committee highlighted the importance of fulfilling the potential of an ECI. These goals included increasing active citizen participation and agenda setting by the people. The ECI was called on to help strengthen the democratic legitimacy of EU institutions.

EU Values Called into Question at European Parliament’s Holistic Approach to Migration Debate

On 23 September, the Civil Liberties, Justice and Home Affairs Committee of the European Parliament held an inter-parliamentary committee meeting with the EU’s Justice and Home Affairs Agencies and the national Parliaments of the Member States on a holistic approach to migration.

The meeting was a follow-up to the Resolution of the EP adopted in December 2014 on the situation in the Mediterranean, which called for a ‘holistic EU approach to migration’ and instructed the LIBE committee to prepare a strategic report assessing the policies at stake in the area of migration, asylum and border control and putting forward some recommendations to be submitted to the Plenary by the end of 2015.

EU Rights in the Spotlight

During the first week of October the European Court of Justice delivered an important judgement on the conditions under which an EU citizen may be deprived from its right to vote in the European elections. In addition, Advocate General Cruz Villalón issued two opinions which could have important implications for the right to free movement in the EU, if retained by the Court.
