The State of Illinois Department of Human Services owes payment to service providers throughout the state. Some people must now travel several counties away from their homes to access services due to agency closures. These maps and graphic illustrations depict the landscape of nonfunding across Illinois.

Illinois Cooperative Development Center (ICDC) helps cooperatives and other community-owned businesses in rural Illinois start up and succeed, through technical assistance, training, and publications. Assistance is delivered through a combination of Center staff, partner cooperative development agencies, and paid consultants, and is available free of charge. Cooperatives in all sectors of the economy are eligible for assistance, which is also available to economic development and business assistance organizations seeking to enhance their own ability to serve co-ops. ICDC is a statewide program of the Illinois Institute for Rural Affairs (IIRA) at Western Illinois University and is funded by USDA Rural Development. Entrepreneurs and community leaders can access free, one-on-one assistance from Illinois Cooperative Development Center, view an extensive collection of online resources on cooperatives, and learn about new IIRA initiatives to empower community foundations and local economic development agencies to support community-based co-op business development by visiting or contacting or 800-526-9943 (toll free).
