What is the purpose of the CAC?
CAC is the working meeting of council where staff, citizens and/or members of council present new information to Council. Staff reports provide an update on the monthly activity and typically provide recommendations to be considered by the CAC. Citizens or groups typically provide presentations to CAC and/or make a request of the Town. A member of council may provide a report to CAC on a topic of interest or policy change. In all cases the CAC will consider the information. For most issues, the CAC is the first step.
When is the CAC held?
All CAC meetings are open to the public and available on Facebook Live from the Town of Kentville website, even if you are not a Facebook user. Kentville’s Town Council Advisory Committee (CAC) meets on the second Monday of every month at 6:00PM in the Council Chambers at Town Hall, 354 Main Street. Everyone is welcome to attend. Agenda and meeting packages are posted to the Town of Kentville website on Friday before the meeting.
How can I speak on an issue before Council?
You can speak to any issue – either by requesting a presentation or at the end of the meeting during Public Comments.
How can I bring a new idea to council?
You may submit your own ideas or projects to get the ball rolling by requesting a presentation time at the CAC meeting. You will be provided 10 minutes to make your presentation to council. To request a presentation time at CAC, you can e-mail firstname.lastname@example.org and you must submit a copy of your presentation for inclusion with meeting package.
What happens to the ideas presented at CAC?
New ideas presented by citizens or members of council are debated/discussed and if considered for further action are sent to staff for review, research and recommendation. Staff recommendations are debated/discussed and the decisions of the CAC are compiled as a report, which is submitted to the next town council meeting for final resolution.
How are ideas debated or discussed at CAC?
The council is bound by meeting process referred to as Robert’s Rules of Order. For consideration and discussion of information from a report or presentation, the council will make a motion and if seconded will be provided with the opportunity to discuss/debate the topic and present their views or the views of their constituents. If the motion is not seconded the topic dies on the floor. Each member of the CAC is provided with the opportunity to speak. The speaking time may be specified. No member may speak a second time until all members have had the opportunity to speak. Once discussion/debate is complete there is a call for the question. A vote is conducted, all those in favour, all those opposed and the motion passes or fails. The motion at the CAC is rarely a decision point, but rather an opportunity to debate. The decision is made at council meetings, after information gathering.
The CAC meeting is an important step in the decision making process.
