The Office of Research and Sponsored Projects (ORSP) and the Finance - Sponsored Programs offices have teamed up to communicate and consolidate the messages that research administrators and faculty need to know.

OMB Uniform Guidance

Referred to by many names -- the Super Circular, the Omni Guidance, or the Uniform Guidance -- the new Office of Management and Budget (OMB) regulations located at 2 CFR 200, seek to consolidate a number of OMB Circulars. Here, we will refer to it as the “OMB Uniform Guidance.

We know the new OMB Guidance combines and replaces eight different circulars (including A-110, A-21, and A-133) into a single guidance. It goes into effect December 26, 2014. Federal agencies have until June 26, 2014, to submit any proposed implementations of the new guidance to OMB. 

The University of Michigan Office of Research and Sponsored Projects (ORSP) and the Finance Office of Sponsored Programs have formed an OMB Uniform Guidance Task Force to evaluate and assess impact and implications.



As we determine a course of action, we will update the research administration community with policies and procedures and a plan on how to respond and prepare over the coming year and after.

Best Practices & Updates

Post Award Change Request Form

ORSP recently "soft launched" the  new process and Post-Award Change Request Form for use on all post-award changes regardless of award type or funding source.

This new form replaces the old Federal Demonstration Partnership Post-Award Change Approval/Notice Form that dates back to March 2001. Beginning May 1, ORSP requires that this form be used for all post-award change requests. Read more!

Indirect Costs - New Non-Profit Rate and New Policy for Waivers

After thorough consultation with U-M stakeholders and benchmarking against U-M's peer institutions, ORSP announces a change to the standard indirect cost rate to be used in proposals to foundations and non-profit sponsors.

Effective May 1, 2014, all proposals to non-profit sponsors should use the same indirect cost rate as is used for federal and industry sponsors.

Additionally ORSP announces an update to the University's SOP on indirect cost policy, effective May 1, 2014. The University's policy continues to require the full recovery of indirect costs whenever possible. However, when full recovery is not possible, policies and procedures for waving full recovery of indirect costs will be enforced at the level of U-M's schools, colleges, institutes and centers (as well as the Flint and Dearborn campuses).

Concurrence Receipts

The Finance - Sponsored Programs Office now sends Concurrence Receipts to the:
  • Subcontract Contact Principle Investigator (PI)
  • the Primary Post-Award Administrator, and
  • the Single Administrative Point of Contact (SAPOC) when different.
We ask that you please:
  • forward Concurrence Receipts to any relevant additional parties; 
  • continue to submit signed Concurrence Receipts to sponpoapproval@umich.edu;
  • remember that email approvals (without signed receipts) are not accepted.
Thank you for your support in our efforts to streamline and expedite outgoing subcontract payments.

A-133 Audit is Complete

The 2013 A-133 audit is complete. 

The Federal Audit Clearinghouse has accepted our report submission and it is currently viewable on that site. The page has the following message: "2013 audit year records are not currently available..." 

The final PDF version of the report can be found on the University of Michigan Finance Sponsored Programs website at: http://www.finance.
umich.edu/finops/reporting/annualreports
