A4AI to Launch Affordability Report 2014 at Mobile World Congress on March 4

Why do some countries suceed in making Internet access more affordable, accessible and universal, and what can others can do to catch up quickly? What types of policies and regulations can drive increased affordability? Which developing and emerging economies top our Affordability Index this year?

These are the questions that A4AI will attempt to answer when we launch the second edition of our centerpiece publication, The Affordability Report 2014, at GSMA's Mobile World Congress in Barcelona, Spain on March 4, 2015 in an event co-hosted by Ericsson. The event will feature a presentation of the report's findings followed by a government roundtable featuring ministers and heads of regulatory agencies from Costa Rica, Nigeria, Peru, and Rwanda, and leaders from private sector and academia who will debate and discuss strategies to expand affordable access. 

Progress in Ghana One Year Later

One year after A4AI's first multi-stakeholder forum in Accra, Ghana, the A4AI-Ghana Coalition met once again at the Kofi Annan ICT Centre to report on progress, plan and coordinate the production of its key deliverables during its first working meeting of 2015. The coalition meeting, held on February 10, was followed by two interactive workshops on Infrastructure Sharing & Open Access, facilitated by infrastructure expert Steve Song, and Taxation, facilitated by Jessica Bruce and Mercy Ndegwa from the GSMA.

Key updates from the coalition meeting:
  • In the last quarter, the Infrastructure Sharing & Open Access Working Group (WG) met with officials from Ghana's Ministry of Communications and the National Communications Authority (NCA) to discuss how the working group can directly engage in two key policy processes -- the NCA's review of Ghana's ICT for development policy and the implementation of the World Bank-funded e-Transform program
  • The Taxation WG continues to work closely with government officials and stakeholders to reduce the tax burden on the sector (see workplan for taxes identified as first priorities). The GSMA will formally launch its report “The economic impacts of mobile sector taxation in Ghana" in a March 31 event in Accra. The WG will use this opportunity to engage and influence policymakers on the need for tax reform on the mobile sector. 
  • The coalition announced the appointment of a new national champion for its Consumer Advocacy & Pricing Transparency WG, Kofi Kapito, the executive director of Ghana's Consumer Protection Agency. The WG looks forward to working with Mr. Kapito to implement the activities under its work plan and achieve its objectives.
You can access presentations and documents from the meeting and workshops on our webpage. A4AI plans  to host additional workshops for each thematic area, including facilitators from across sectors to present their perspectives to coalition members.

Membership Update

This month, we are highlighting some of our members' recently published research reports on affordability issues: 
  • Broadband in Latin America: Market prices and trends: This paper summarizes research network DIRSI’s (Diálogo Regional sobre Sociedad de la Información) sizeable effort to annually monitor prices for broadband services in Latin America. 
  • Promoting Local Content Hosting to Develop the Internet Ecosystem: This Internet Society report investigates the dynamics of hosting content abroad, and highlights the factors that drive hosting decision by local content producers. The paper also presents business, technical, and policy recommendations that can form an enabling environment for local hosting of content. 

Country Engagement Update

Minister Invites A4AI to Join Nigeria Broadband Council Meeting

On February 3, Policy Manager Kojo Boakye attended a meeting of Nigeria’s Broadband Council in Abuja.  Chaired by the Minister of Communication and Technology, the Hon. Omobola Johnson, the Council oversees the implementation of Nigeria’s 2013 – 2018 Broadband Plan. Boakye gave a presentation about A4AI and the work of the A4AI-Nigeria Coalition. He also participated in a wide-ranging discussion about how Nigeria might further stimulate demand for broadband in order to meet the ambitious penetration targets outlined in the Broadband Plan.

We are particularly interested in perspectives on the topics that have been selected as priorities in current countries of engagement:
